Fiancée of man shot by Sacramento police says no charges for officers is 'breaking my family's hearts again'

The fiancée of an unarmed black man killed by Sacramento police last year offered a tearful rebuke of the county's top prosecutor after she announced she would not be filing charges against the two officers who killed Stephon Clark.
